Background of the Study
Clear communication of interest rate policies plays a pivotal role in influencing depositor behavior and mobilizing deposits in the banking sector. Fortis Microfinance Bank has recently undertaken an initiative to clarify its interest rate policies by streamlining communication channels and standardizing messaging across digital and physical platforms (Amadi, 2023). The bank’s approach involves the use of simplified language, visual aids, and real-time updates to help customers understand how changes in interest rates affect their savings and investment returns. By enhancing the clarity of its policy communications, Fortis aims to reduce depositor uncertainty and encourage a more predictable pattern of deposit mobilization.

Research shows that clear and transparent interest rate communications not only build customer trust but also positively influence depositor behavior by reducing perceived risk and promoting financial stability (Obi, 2024). Fortis Microfinance Bank’s initiative is aligned with global trends where banks invest in customer education to demystify financial products and services. The bank utilizes multiple channels—such as mobile notifications, branch advisories, and interactive digital dashboards—to ensure that depositors receive consistent and accurate information. These measures are expected to lead to a more informed customer base, ultimately stimulating higher deposit volumes and improved liquidity management. However, challenges such as varying levels of financial literacy among customers and rapid fluctuations in market rates can complicate effective communication. Therefore, continuous refinement of communication strategies is essential to maintain depositor confidence and achieve the desired outcomes (Okeke, 2024).

Statement of the Problem
Despite Fortis Microfinance Bank’s efforts to clearly communicate its interest rate policies, deposit mobilization has not increased as expected. Many depositors remain uncertain about the implications of rate changes, leading to inconsistent saving behaviors and suboptimal deposit levels (Chukwu, 2023). The issue is compounded by inconsistent messaging across various channels and a lack of tailored communication for different customer segments. In some cases, the technical jargon used in policy updates has alienated customers with lower financial literacy, thereby reducing the overall effectiveness of the communication strategy. Additionally, external market volatility and frequent policy adjustments have made it difficult for customers to fully grasp the benefits of maintaining higher deposit balances. This gap between the intended clarity of interest rate policies and the actual customer understanding results in lower deposit mobilization and potentially affects the bank’s liquidity. Consequently, there is a need for an in-depth evaluation of the communication strategies employed by Fortis Microfinance Bank to identify and address these shortcomings (Ikechukwu, 2023).

  3. To propose strategies for improving the clarity and consistency of interest rate communications.

Research Hypotheses
H₀: Clear interest rate policy communication does not significantly stimulate deposit mobilization at Fortis Microfinance Bank.
H₁: Clear interest rate policy communication significantly stimulates deposit mobilization at Fortis Microfinance Bank.

H₀: Communication challenges do not affect depositor understanding.
H₁: Communication challenges significantly hinder depositor understanding of interest rate policies.

H₀: Enhanced communication strategies will not improve deposit mobilization.
H₁: Enhanced communication strategies will significantly improve deposit mobilization.

Scope and Limitations of the Study
This study focuses on Fortis Microfinance Bank’s interest rate policy communication and its effect on deposit mobilization. Data will be gathered from customer surveys, branch reports, and digital communication audits. Limitations include variability in customer financial literacy and the influence of external market conditions on depositor behavior.
